Bloom had a Board of Overseers of the Poor who sold the paupers' labor to the lowest bider in the area.
The first church was built by German Presbyterians in 1807, near the old state road.
Abraham Courtright served as the first school teacher of the township.
"No man was allowed to vote at their elections who could not produce a certificate that he had performed two days' work on the road, removing the stumps."
